No Defense Fire would penetrate elemental protection because it is "No Defense", right?  Elemental Protection is clearly a defense.

However, Elemental Protection is also clearly not "armor" so Armor Independent wouldn't go through it, right?

GWs put in crap like that all the time.
If IFGS could just get rid of the games so it could focus on sustaining its own bureaucracy... we would finally be living the Dream.

Of course it would.   As of whenever, armor is armor.  If I hit you with a 10 pt fire strike with a 5 sec KD and you have 9 pts of elemental protection and no other armor you take 1 and go down.  If you also have chain you take nothing.
  All armor is a simple number, plate=3, ring of +2 makes 5, Elemental Protection 9 makes it 14.  If you get hit with a FS 15 you take 1, if you get hit with a Armor Independent 1, you take 1.  Elemental protection is "just armor" now, works just like plate or a ring, has been for a long time.
